On October 14, 2025, during the 3rd Plenary Session of the China-Belarus University Alliance, the "China-Belarus Belt and Road Joint Laboratory on Industrial Equipment and Instruments" co-established by Dalian University of Technology and Belarusian State University was officially inaugurated. Xiang Changle, Secretary of the Party Committee of Dalian University of Technology, and Andrei Karol, Rector of Belarusian State University, jointly unveiled the plaque for the laboratory. Zhang Wenchuan, Chinese Ambassador to Belarus, and Andrei Ivanets, Minister of Education of Belarus, attended the ceremony and witnessed the event.

The China-Belarus Belt and Road Joint Laboratory on Industrial Equipment and Instruments is built relying on Dalian University of Technology and Belarusian State University, and obtained approval from the Ministry of Science and Technology for construction in 2024. Aiming at the major needs of the Belt and Road Initiative construction and the development of China and Belarus, and focusing on the international frontier of science and technology, the laboratory carries out cooperation in various forms such as academic exchanges, talent training, joint R&D, technology demonstration, joint incubation and scientific research facility cooperation. It serves as a platform for conducting open scientific and technological cooperation, supporting major-country diplomacy, and promoting high-level international scientific and technological exchanges and cooperation. The laboratory will be developed into a comprehensive international cooperative academic base integrating independent innovation and R&D, high-end talent training and economic and social services, and will play a guiding and exemplary role in cooperation with countries and regions participating in the Belt and Road Initiative.

As an important window for Dalian University of Technology to carry out cooperation with Belarus, DBJI will rely on the joint laboratory to further expand the China-Belarus Scientific Research Cooperation network, provide more opportunities for Chinese and foreign teachers and students to participate in international innovation projects, and help cultivate interdisciplinary talents with cross-cultural communication capabilities and scientific and technological innovation literacy.
